Using a comparative index of fifty emerging economies, it finds that digital maturity does not follow wealth and that almost every state declares more regulation than it implements; it calls what separates one from another absorptive capacity.

About Daniel Medina
Daniel Medina is co-founder, CEO and Chief Scientific Officer of CUANTICO and directs CuantaIA, a research group recognized by MinCiencias, Colombia's Ministry of Science, Technology and Innovation.
Daniel Medina is co-founder, CEO and Chief Scientific Officer of CUANTICO and directs the MinCiencias-recognized CuantaIA research group. He is an MIT alumnus, a graduate of the Program for Management, Innovation and Technology, and a Ph.D. candidate in Computer Science with research in artificial intelligence; he holds master’s degrees in Data Science and in Security and Defense. For more than 20 years he has been a consultant and advisor on digital transformation and digital government, and he has directed projects in digital public services, applied artificial intelligence, open data, digital identity, interoperability and cybersecurity. In 2019 he was recognized as Digital Personality of the Year. He is a university professor and international speaker on digital government and the digital economy.
