Digitizing a service counter is not the same as redesigning a process. Opening data is not the same as producing public intelligence.
Digital transformation projects rarely fail because of the technology. They fail because the new system runs alongside the old one, the team does the work twice and nobody sees the benefit.
How do we work with a public agency?
Since 2011 we have built digital platforms for public agencies: virtual campuses, data observatories and e-government portals. That experience shaped a method that brings together technology, data and people.

Digital government policy guides agencies to deliver their services online, open their data and decide with information. The challenge for the agency is to move from regulation to implementation. GovTech in Emerging Countries, by Daniel Medina
In GovTech in Emerging Countries, Daniel Medina proposes understanding GovTech not as a new name for digitizing the state, but as an emerging form of distributed public capacity: the state coordinates startups, universities, vendors and in-house teams without giving up the power to decide, specify and audit. "Distributing capacity does not mean privatizing responsibility."
The book studies 50 emerging economies and finds a gap: in almost all of them there is more regulation than implementation. Its answer is absorptive capacity. Adopting is an act; absorbing is a capacity.

Territorios IA is a project of Colombia's ICT Ministry (MinTIC) developed by Universidad Distrital and CUANTICO with CUANTICO technology. Its goal is to equip 54 municipalities with data analytics and artificial intelligence platforms to support decisions on security, mobility, public procurement and climate change adaptation. Today it is operated by another provider on CUANTICO's base technology. For the public sector, it shows how a ministry, a university and a technology company bring analytics and AI to municipalities.
