Digital platforms for traceable public management
Citizen service, document management, training and data on platforms built for public agencies in Colombia.
What do these platforms solve?
In a public agency, every procedure leaves a trail: a request, a document, an answer, an indicator. When that trail lives in emails, spreadsheets and systems that do not talk to each other, the agency loses time, citizens wait and oversight gets hard.
Our platforms put that trail in order: they log every action, automate the repetitive work and leave the information ready for decisions and accountability.
What is a traceability system for a public agency?
It is the ability to follow each of the agency's records, a request, a document or an indicator, from its origin to its answer or its archive, with who did what and when.
CuantiDocs records each document from filing, GovResponde keeps the trail of each answer and the Data Observatory traces each indicator back to its source. Digital platforms for records traceability and digital procedures are within the scope of the ISO 9001 certification of the quality management system of CUANTICO CORPORATION S.A.S.
GovResponde: AI-powered citizen service

GovResponde is a virtual assistant that handles citizen inquiries, requests and procedures around the clock, in natural language and with every answer traceable.
Each agency configures it with its own information and key documents. When an inquiry calls for it, it escalates to a public servant.
What it does:
- Understands the intent of the question and answers in natural language.
- Classifies and prioritizes requests, so public servants can focus on what needs judgment.
- Connects with the agency's document management, CRM and databases.
- Provides a dashboard to review interactions and statistics and to adjust answers, with no technical skills needed.
- Runs in the cloud: the agency does not install or maintain its own servers.
CuantiDocs: document management and electronic records

CuantiDocs is an electronic document and records management system (EDRMS, known in Colombia as SGDEA) for public agencies. It digitizes, organizes and automates the document lifecycle, from filing to archiving, with role-based access from any device.
What it includes:
- Filing at the service counter, by email and through digital channels, traceable from the source.
- OCR capture, rule- and metadata-based classification, and AI indexing.
- Approval workflows, assignments and automatic notifications.
- Digital signature, including multiple signers.
- Management of case files and records retention schedules (TRD).
- Petitions, complaints and claims (PQRS) and web service channels.
- Interoperability with other platforms through the CMIS standard.
- Real-time management dashboards and reports.
CuanticoLearn: a virtual campus for public servants

CuanticoLearn is an LMS platform for digital training in the public sector and the continuous learning of public servants. It combines virtual learning environments, interactive learning objects and learning paths that adapt to each profile.
Case: the Virtual Campus of the Instituto Nacional de Cancerología (INC). More than 25 virtual training projects.
Beyond the platform, we design courses tailored to the agency, with microlearning, simulations and gamification, based on its goals and its team's profile.
What it includes:
- Online, in-person or hybrid training in one place.
- Automatic assessments and digital certificates.
- AI-personalized learning paths.
- Integration with HR systems, the intranet or SIGEP, Colombia's public employment information system.
- Student, tutor, coordinator and auditor roles, with permissions per agency.
- Analytics on progress, participation and goal achievement.
Data Observatory: evidence-based public decisions

We design and run data observatories that connect the agency's sources, track its indicators and turn large volumes of data into clear visualizations for planning, evaluation and accountability.
It adapts by sector: health, education, mobility, risk management, poverty, public finance, climate change and agriculture.
What it includes:
- Dashboards configurable by user, agency or territory.
- Automatic alerts on deviations and critical events.
- Reports aligned with the Sustainable Development Goals and development plans.
- Integration with official sources, such as open data portals.
- Profile-based access, according to each user's role.
How is a data observatory set up?
- Diagnostic of the agency's data: sources, needs and goals.
- Integration and configuration: we connect the systems and switch on the indicators.
- Training and validation with the teams, so the system gets used.
- Ongoing support and continuous improvement.
A case of analytics and AI for municipalities
ICT Ministry · Universidad DistritalTerritorios IA
Territorios IA is a project of Colombia's ICT Ministry (MinTIC) developed by Universidad Distrital and CUANTICO with CUANTICO technology. Its goal is to equip 54 municipalities with data analytics and artificial intelligence platforms to support decisions on security, mobility, public procurement and climate change adaptation. Today it is operated by another provider on CUANTICO's base technology. For the public sector, it shows how a ministry, a university and a technology company bring analytics and AI to municipalities.

ConducePro: driver training under control
ConducePro oversees driver training at driving schools (CEA, centros de enseñanza automovilística). It is a CUANTICO product with its own website.

Citizen serviceCitizen services and service counters
A counter that brings procedures, inquiries and citizen requests together in one place spares citizens a tour of offices and channels, and helps the agency answer on time. CUANTICO builds it with GovResponde, an AI assistant that answers around the clock with a trail for every answer, and with CuantiDocs filing.

IntegrationInteroperability
It is the ability of agencies and their systems to exchange information without asking citizens for it again. Without it, every procedure repeats data and every system is an island. CUANTICO integrates its platforms with the agency’s systems: CuantiDocs uses the CMIS standard and GovResponde connects with document management, the CRM and databases.

Electronic recordsElectronic records management (SGDEA)
An electronic records management system (SGDEA, its Spanish acronym) handles each document from filing to archive, with a full trail. It solves incomplete case files and archives nobody can find. CUANTICO implements it with CuantiDocs: filing, workflows, digital signature, case files and records retention schedules.

EfficiencyPaperless
A paperless strategy replaces physical documents with electronic ones in procedures and internal management: less printing, less physical archive and faster answers. CUANTICO makes it possible with CuantiDocs, with digital filing, digital signature and electronic case files, and with GovResponde for online service.

TrainingTraining
Public technology pays off when public servants know how to use it. Training closes that gap with role-based paths and continuous learning. CUANTICO provides it through CuanticoLearn, the virtual campus for public servants, and through the CUANTICO Academy, which publishes free courses.

Data and AISmart government
It means using data, analytics and artificial intelligence to decide with evidence and anticipate problems instead of reacting. It solves the case of an agency with data but no answers. CUANTICO brings its AI unit and the CuantaIA group: Territorios IA, a project of Colombia's ICT Ministry to equip 54 municipalities with analytics and AI, and Monitor IA, which runs at UNAD today.
