We turn knowledge into digital public capacity
We help governments and institutions adopt emerging technologies, innovate and lead their ICT projects, from diagnostic to implementation.
Where do we support you?
Public ICT management
Institutional capacity to lead ICT projects: strategic technology planning, data governance, cybersecurity, digital public procurement, and diagnosis and implementation of Colombia's Digital Government Policy.
Innovation practices
We design, test and scale public innovation: innovation labs, citizen-centered design, change management and a culture of innovation.
Digital government strategy
Strategies that meet regulations and connect with citizens: digital maturity assessment, institutional digital architecture, interoperable user-centered digital services, and analytics and AI capabilities.
Why do digital transformation projects fail?
Rarely because of the technology. They fail because the new system runs alongside the old one, the team does the work twice and nobody sees the benefit. Technology gets installed in weeks; adoption is earned person by person.
That is why we work with ADKAR, a change management model that takes each person through five stages, in order.
The five ADKAR stages:
- Awareness of why to change.
- Desire to take part.
- Knowledge of how to do it.
- Ability to do it day to day.
- Reinforcement so the change does not slip back.
How do we apply ADKAR in your agency?
Ownership happens when public servants would rather use the system than not.
- We run an ADKAR diagnostic by area.
- We involve users from the design stage.
- We remove duplicate work.
- We show the value before requiring use.
- We leave the project memory documented, so knowledge does not walk out the door with people.
What is data governance and what does your agency gain?

Bad data does not get better by circulating. Data governance is the set of rules, roles and processes that decide who owns each piece of data, what its official source is, how its quality is validated and who can use it.
It does not come after the infrastructure: it is part of it.
What the agency gains:
- One version of the truth: reports to the board or the council add up.
- Less rework: data is corrected once, at its source.
- Personal data protection compliance (Law 1581 in Colombia, LGPD in Brazil).
- Real interoperability with other agencies.
- A foundation for AI: no model is better than the data it learns from.
How do we work?
We combine training, strategy and execution, with no generic formulas.
- Diagnostic and co-creation: we start from your agency's reality.
- Training or consulting paths designed around its challenges.
- Implementation and impact measurement, with concrete deliverables.
- Hands-on training and ongoing support.
Why is training part of the technology?
Our AI method for companies and agencies, the AI & Automation Factory, has four pillars that work together: business intelligence, predictive models, automation and AI training.
Training is the pillar that secures adoption: we use ADKAR so teams actually use what gets built. And at the CUANTICO Academy we publish free courses so that knowledge stays open.
Transformation programs we support from here
Public policyDigital government
Digital government policy guides agencies to deliver their services online, open their data and decide with information. The challenge for the agency is to move from regulation to implementation. CUANTICO assesses its digital maturity, designs the strategy and builds the online services that fulfill it.

SupportDigital transformation programs
A transformation program supports the whole agency, not a single system: strategy, processes, technology and people. Projects rarely fail because of the technology; they fail because nobody adopts it. CUANTICO combines consulting with ADKAR change management so teams use what gets built.
How we apply ADKAR
IT planningIT strategic plan (PETI)
The IT Strategic Plan (PETI, its Spanish acronym) is the roadmap that aligns the agency's technology with its mission and development plan. It prevents buying loose systems that do not add up. CUANTICO supports its formulation from public ICT management: an assessment of the current situation, the target architecture and the projects to get there.

DataData governance
These are the rules, roles and processes that decide who owns each piece of data, which is its official source and how its quality is validated. Without it, reports do not add up and AI learns from bad data. CUANTICO designs it as part of the infrastructure, not as something that comes later.
What your agency gains
ResilienceBusiness continuity
It is the ability of an agency to keep delivering its services through a failure, a cyberattack or a disaster. It removes the dependency on a single server or a single person. CUANTICO builds it in from the design: GovResponde runs in the cloud, with no servers for the agency to maintain, and its information security policy aims at continuity in the face of adverse events.

ProcessesProcess modernization
Digitizing a service counter is not the same as redesigning a process. Modernizing means simplifying the procedure, removing the steps that add no value and then automating what is repetitive. CUANTICO combines citizen-centered design with AI agents and automation for the tasks that are still done by hand.
