Why do institutions miss funding calls?
The calls an institution could use are scattered across portals that do not talk to each other: Colombia's public procurement system (SECOP), ministries, Minciencias, multilateral banks and European programmes. Each has its own format, calendar and deadlines. Checking them all every day is expensive; not checking them means missing calls.
And finding them is only half the job. Then someone has to read the terms of reference, understand what they require, check whether the institution meets them and decide whether to apply, usually with the clock already running.
